LRU Terms of Reference
The Leicestershire Disciplinary Committee has powers, devolved from the RFU, to deal with matters at level 5 and below, which result from sending’s off, citing, reports of abuse of match officials and reports of actions which are not in the best interests of the game and which bring the game into disrepute.
A player sent off is not permitted to play again until his case has been heard by the Disciplinary Committee.
If a guilty plea is entered, the Disciplinary Committee will decide based on the severity and nature of the offence, and the details included in the report of the club’s internal disciplinary hearing, whether to accept a postal guilty plea, or alternatively to summon the offender to appear before a Tribunal. In the latter case, the hearing will be scheduled as soon as possible after the club returns are received.
If a player, with the support of his club, decides to plead not guilty the alleged offender will be summoned to appear before a Tribunal. The hearing will be scheduled as soon as possible after the club returns are received.
In accordance with RFU Regulation Section 19 Appendix 3, an administration fee of £50.00 will be applied to all Disciplinary Hearings, including postal hearings. Clubs are reminded of their obligation under RFU Regulation 19.6.3 that any disciplinary matters must be reported to the Secretary of the Disciplinary committee in a 48 hour time slot following the completion of the match in which the offence was reported. Failure to do so will result in the fee being increased to £60.00. In addition, to the fees afore mentioned, if a Tribunal is required the Tribunal may award costs to cover expenses incurred in hosting or witnesses attending the Tribunal.
